Adopted, and now dated. On 23 July 2026 the Government of Montenegro adopted the Decree Amending the Decree on the Visa Regime; it was published on 27 July. From 1 November 2026 Saudi citizens need a visa for Montenegro — this is Montenegro aligning its visa policy with the EU ahead of accession, and it also covers China, Saudi Arabia and Türkiye. Until 31 October 2026 nothing changes at the border: 30 days visa-free, and that is what we serve. One route stays open either way — Montenegro admits visa-required nationals who hold a valid Schengen, US, UK or Irish visa or residence permit for up to 30 days without a Montenegrin visa. That rule sits outside the decree and, as written today, is untouched by it.
